Applying to the First-tier Tribunal about service charges (Form LEASE1)
England and Wales · Law checked 24 October 2026 · Not legal advice
In England, service charge disputes go to the First-tier Tribunal (Property Chamber), Residential Property. You apply under section 27A of the Landlord and Tenant Act 1985 using Form LEASE1.
Fees (from 13 July 2026)
Application fee £114; hearing fee £227 if there is a hearing. Help with Fees can reduce these. The tribunal can order the landlord to reimburse fees. See tribunal fees.
What the tribunal can decide
Whether a charge is payable, by and to whom, how much and when, for past years and for proposed future costs (s.27A(1), (3)). Paying doesn't by itself count as agreeing (s.27A(5)), but you can't bring a matter you have agreed or admitted.
